Civil Rights
We make every effort to ensure passengers, personnel, and visitors are met with respect and feel welcomed at our airport. Specifically, the Norfolk International Airport follows Americans with Disabilities Act (ADA) requirements and the Title VI of the Civil Rights Act.
Americans with Disabilities Act (ADA) – Accessibility
Plan ahead to avoid any delay or inconvenience during your visit. Contact your airline in advance to request assistance with access to the terminal, boarding a plane, wheelchairs, specific seat assignments, medication storage or dietary needs. Make sure to confirm the request prior to your departure day.
Parking Lots & Garages
Access ramps to accommodate wheelchair travel are located at both Hourly parking lots flanking the airport terminal as well as Daily parking lots and garages. Accessible parking spaces are available in Garages A, D, Daily Parking Lot East, Hourly Parking Garage A, Departures North
and South lots.
Wheelchair Assistance
Upon request, the airlines will provide complimentary wheelchair assistance. Wheelchairs can also be obtained upon arrival at the passenger terminal by calling Huntleigh USA (wheelchair/skycap service) at 757-435-4199.
Restrooms
All restrooms feature one cubicle with a raised toilet seat designed primarily for non-ambulatory use. Their dimensions are wide enough to accommodate a wheelchair and are equipped with handrails. Restrooms are also equipped with full-length mirrors and low-level paper towel dispensers/hand dryers. Family restrooms are located in the Arrivals Terminal, Main Lobby and Concourses. Mother’s Rooms are located in the Main Lobby and Concourses. Rooms are equipped with a rocking chair, changing table, sink and multiple outlets to give nursing mothers comfort and privacy.
Luggage Carts
Self-serve Smarte Carte luggage carts are located outside the ticket counter areas at curbside on both sides of the Main Passenger Terminal, inside the Arrivals Terminal near baggage carousel 2 and at rental car return on Level 2-Garage A. The cost is $7 to rent a cart with a $.25 refund upon return to any cart rack.
Service Animals
Service animals are allowed throughout the terminal when accompanying their owners. Service animal reliefs areas are located at the Departures Terminal in grassy areas near Door A, Door C, and Door D, at the Arrivals Terminal in grassy areas near Door 0 and Door 5, and near the Daily East Parking Lot in the grassy area near the pedestrian sidewalk.

Title VI – Nondiscrimination
Title VI of the Civil Rights Act of 1964 prohibits the discrimination on the basis of race, color, creed, sex or national origin in programs and activities receiving federal financial assistance. Specifically, Title VI provides that ‘no person in the United States shall, on the grounds of race, creed, color, sex, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. In addition, the Department is dedicated to maintaining compliance with language access requirements to ensure effective communication with limited English proficient (LEP) individuals as required by Executive Order 13166.

Title VI Prohibited Forms of Discrimination
Norfolk International Airport’s efforts to prevent discrimination include, but are not limited
to prohibiting:
- The denial of services or other benefits provided under a program.
- Distinctions in the quality, quantity, or way the benefit is provided.
- Segregation or separation of persons in any way.
- Restriction in the enjoyment of any advantages, privileges, or other benefits provided to others.
- Different standards or requirements for participation.
- Methods of administration which directly or indirectly or through contractual relationships would defeat or impair the accomplishment of effective nondiscrimination.
- Discrimination in any employment resulting from a program or services, the primary purpose of which is to provide employment.
Title VI Complaint Processing Procedures and Resolutions
Upon receipt of a complaint, the Title VI Coordinator will determine the following:
- The completeness of the complaint form.
- If the complaint meets the submission time requirements.
- If additional information is required.
The Title VI Coordinator, after having received the complaint, is responsible for notifying the respondent(s) of receipt within five working days, as well as whether the complaint is accepted or not accepted. If the complaint is not accepted, the complainant will be notified of the reason(s).
Resolution Process
All complaints shall be investigated and addressed, with a formal written response provided within 30 days of the date the complaint is received, in attempts to resolve it at the lowest possible level.
Appealing With Written Decision
If the complainant disagrees with the conclusion of the investigation, the complainant may appeal in writing to the Norfolk Airport Authority’s Executive Vice President/Chief of Staff. The written appeal, including all arguments, evidence, and documents supporting the appeal, must be received within ten (10) business days of the decision letter. The Executive Vice President/Chief of Staff will issue a final written decision in response to the appeal within 30 business days.
Title VI Complaint Submission Procedure
Any person believing, they have been subjected to unequal treatment or discrimination on the grounds of race, color, or national origin, excluded from, denied participation in, denied the benefits of, or otherwise has been subjected to discrimination, may file a complaint with Norfolk International Airport’s Title VI Coordinator. This process applies to all complaints filed under Title VI of the Civil Rights Act of 1964.
This is an administrative process that does not provide for compensatory or punitive damages. These complaint procedures with Norfolk International Airport do not deny the right of the complainant to file formal complaints with other State or Federal agencies.
Norfolk International Airport will review these complaints to determine if they can be
resolved informally.
To be accepted, the complaint must:
- Be based on discrimination as described above.
- Be filed within 180 days of the alleged discrimination (or at the time the complainant became aware).
- The original complaint may be submitted in writing, via email or fax. It should be submitted to the following coordinator. If assistance is required to complete the form, please call 757-857-3351.

The complaint should include the name, address, phone number and signature of the complainant. The formal complaint should describe the alleged discriminatory act that violates Title VI in detail.
These complaint procedures do not deny the right of the complainant to file formal complaints with other State or Federal agencies.
